When people make a wish, they put their thumb on a card or something and the wishes come true in a gruesome frightening way. One person wishes he would never have to move away and he becomes a tree. They try to chop him down, or pull him out, and he bleeds...

I think it's a children's/young adult book.

It sounds like 'The Wish Giver: Three Tales of the Coven Tree' by Bill Brittain and Andrew Glass. There are cards with red dots that a magicician gives out, and three kids make different wishes.
