Hey Amani! Sorry for the late reply. I was so busy with my exam!!! --__--
Anyways, the best way to do that is to; unfortunately, cut your hair. From how you describe your problem and what you've done with your hair so far, I can say that your strands are dead. You can't bring them back to life anymore.
I'm not saying completely shave your head off :P Probably leave some strands up to your shoulders so you atleast still have hair. There's also a better chance that it's not as dead as your lower strands.
Once you get it cut, the best way to keep your hair alive and healthy is to use a thermal protection spray everytime you straighten or curl it. The best way to stop your hair from being brittle, is to rarely straighten your hair. Do it on special occassions.
What is your hair like Amani? Is it afro curly? Wavy? and how long is your hair.
By telling me this I'd be able to help you get the best out of your natural hair. :)
Now, once you have it cut, I advise you to use salon shampoos. Yes, yes I know they are expensive and they would just finish in less than a month. But think about it. The shampoo you must be using must have been shared around the household. Now imagine if you're the only one using it.
It would last you a long time also depending on how thick your hair is.
The best shampoo I have ever tried on my hair was Redken. Their shampoos are hell amazing and I think they're worth the splurge.
Redken is owned by L'Oreal, who also makes nice shampoos and hair care products. I however prefer Redken, even though they're owned by L'Oreal, they are an ethical company. :)
Anyways, try their Redken All Soft. Do not buy all the products in the ALL SOFT range as your hair will end up feeling heavy. The shampoo and conditioner or the shampoo and the weekly hair mask is enough.
Or if you really just can't afford it, buy your regular shampoo, and make sure to get a tub or some honey. Yes... honey.
Mix it with your shampoo, I know it'd feel sticky but trust me on this one.
Honey is used in many aesthetic products because of their property that helps trap in moisture in your hair.
So if you have a moisturising shampoo, like the Redken All Soft range, and help trap in that moisture with honey, your hair would come out healthy and shiny.
Make sure to use lukewarm water to wash away the honey.
I did this and I have to tell you my hair have never felt better.
Also remember, cold water is very good for your hair. Why?
Just my observation, I had less hair fall outs and less frizzy hair even without the frizz serum. Good thing my hair isn't frizzy at all naturally :D

You do know that pores open up when they are exposed to steam or hot temperature. The body is very smart, they do this to release excessive heat, much like when you're perspiring to release that heat with the moisture in your body. When pores open up, your hair follicles are prone to shall we say breaking or sliding out with small effort, like when you run your hands through your hair. In my opinion, the same way goes with having frizzy hair. This is just my own observation and scientific hypothesis...
When your pores are exposed to cold temperatures, they tend to close up as to not release too much heat from within your body. Exactly why you get the goosebumps or your hair is sticking out because your pores are tightly closed.
Now, when your pores are closed, don't your hair they look straight to you when you get that goosebumps.
So, I think that also implies with frizzy hair.
Now to the chemical part,
chemicals aren't necessarily bad for your hair... just as organic isn't necessarily too good or too bad because if you think about it, how many insects have touched that plant and would have left a set of bacteria on it?
Moving on, I suggest buying some oils for your hair. Coconut oil is the best for the hair as they leave your hair healthy and shiny.
If you use it on your body, becareful as it will tan you if you don't want to end up looking tan.
I use apricot kernel oil, cold pressed, for my face and my whole body. To me it's very versatile and will always be better than expensive creams to get rid of scars and wrinkles.
Try using natural oils, as they have fatty acids that unfortunately our body does not produce, on your hair.
Also, when eating. Try eating more protein. :)
Give it a go, and tell me if my advise is too complicated or something. Your feedback would be greatly appreciated so atleast the next time someone asks me, I know what to say and what not to say. :)

Hahahah well first of all Rose, skincare is something you REALLY need to invest on to get the best results. But sometimes you know, you don't need to spend millions on it, and sometimes the best cure for them would actually be found at home.
Now, I'm going to make two comments here so you can follow up with my answers on your question.
First off, I'm going to start with your skin problem, as it is something of import more than hair, just in my opinion. :P
Now, I'm pretty sure you'd have these ingredients.
Take two eggwhites, a few drops of lemmon and small drop of olive oil. Now you whisk it, make sure that they mixed up well. Then, you put that on your face, leave that for 15 minutes.
The egg whites will tighten your pores, and the lemon will clean your face of bacteria and excess oil while the small drop of olive oil won't make your skin too dry after the treatment.
Then after 15 minutes, rinse it off and you'd feel your pores become tighter.
Sad to say Rose, you really have to start getting used to a skincare regime. There is no quick shortcut to get great skin. You have to wash your face in the morning and at night before you go to bed... make this into an everyday ritual it is a must!!
Now for your moisturiser, it has to be gel based. Gel based moisturisers are able to moisturise your face without leaving a greasy feel, and it sort of mattifies your face.
You also must learn to exfoliate twice or thrice a week. I suggest getting a facial brush as it improves circulation of blood in your face, which as you all know would make it healthier and heal faster because of the release of oxygen and faster cell renewal.
Why a brush instead of an exfoliating cream? Brushes tend to last longer and exfoliating creams, you have to keep buying after it runs out. You only need to replace your brush until it looks disgusting :P Buy the one from the body shop it's cheap. They sell it for $5 here, but I know it'd be hell cheaper in America.
The exfoliation is very important as it will get rid of the dead skin cells on your face and it would help make your skin look and feel smooth.
Now, toner... I don't really see the need of toner unless you wear make-up. However if you do have one and can afford to have one added into your skincare routine, I don't see the problem with this.
Toners were actually made to get rid of the rest of your makeup on your face because back then, makeup removers just don't do it's job properly. Now, with the technology that we have, it's less likely that it'd leave so much stuff on your face and pores.
Having a toner isn't bad though but since you have oily skin, it's best to add this, but you also can skip this. Like I said, for better results, use a toner.
So Cleanse... Exfoliate... then moisturise.
I have dry skin so I use Apricot Kernel oil and it's lovely on my skin :D But with you, I don't think you need it... ^__~

Rose-chan, you really need to start incorporating a skin care routine in your life... the earlier the better. Trust me, you'd thank me for it when we have our grand kids ;)
If there is one thing you need to splurge on between makeup and skincare... it's skincare without a doubt.
But like I said, sometimes the best skincare are found at home :D
By the way, popping out zits isn't bad. I do it too!! SHOCKER!!!
But it's better to pop it out than leaving a big pus on your face! It never ends well.
Now... with your zits, I suggest getting a plain yoghurt, squash some strawberries and mix them together. Put it on your face maybe... once a week? for 15 minutes... then rinse it off.
The yoghurt; the live bacteria, eats the bad bacteria: the pus... and the strawberry's vitamin c helps heal up the skin :D
Now if you want an actual product... when you start noticing pimples growing, quickly get a tea tree oil; which is known to have anti-bacterial properties, or get Garnier's Sallicylic Acid roll on. Remember, 2% concentrate of Sallicylic Acid is all you need. More than that, it can burn. But don't worry, Garnier already knows that so they only have 2% in the roll on. Trust me, it helps!
It might sting a little especially with how your skin is right now, but trust me, it's going to help...
Now, make sure the pus is mature enough and ready to be popped. Once you pop it, make sure the head of the pus is out too because if you don't take it out, more pus would keep growing and that means more popping = which leads to scarring...
So once you popped it all off, even the head, take a Garnier's SOS stylus pen. It has Eucaluptus, Zinc, and Vitamin B3. Zinc helps speed up the healing process and you know the rest with Eucalyptus and Vitamin B. :D
So, when a pimple is coming out, use the garnier sallicylic acid roll on to cool it down and eat the dirty little bugger. Then when it fails to kill the pimple, wait for it to mature before popping it. After getting rid of all the pus, use the Garnier SOS stylus pen to dry out and help heal your skin faster.
Trust me, I've tried these products myself and they have helped me a LOT!!!
By the way, make sure that your cleanser isn't a cream based... it has to be gel based. Clean and Clear is a pretty good brand, but I always prefer Clarins... but then again it's out of your budget like you said :(
But if you do have the money or atleast when you get a job... trust me... CLARINS is a great Luxury Skincare and Makeup brand. :D
However, I always preffered Chanel in the makeup department :D

Now, for your hair. I think I see the reason why it frizzes... you're in a hot state or city aren't you? The polution doesn't help too...
Now, what I can recommend, is after your shower, make sure to drench your scalp with cold (or if possible: freezing) water to close up your pores so they hold on to your hair tighter; which to me: means that there would be less fallouts and less frizziness.
You also have to think, is your hair frizzy because the hair strands are dead? or is it frizzy because it just naturally is.
I suggest that you really need to shower your hair every other day. Don't go with not showering more than that... or less than that.
Every other day is perfect as it leaves natural oils in your hair that can nourish it. If you don't shower for a week, your scalp will get excessively oily.
Now you really need to start jumping on your skincare and hygeine :P
Now, for your frizziness...
I know you might not want using anti-frizz, but using water is just going to make it worse, especially if you don't dry it properly.
Don't use a blow dryer if your hair is wet; it would just make it worse. First, towel your hair dry... Make sure it's damp enough that your hair is not dripping, and isn't too dry either.
Now, after towel drying it, use your electric fan to dry it a little more. Then after a while, when it's slightly slightly wet, use the blowdryer. Make sure to blowdry the roots first, then down to the ends.
REMEMBER... do NOT blowdry when your hair is dripping! It'd just make your hair more frizzy as it already is.
Then maybe you can try putting honey in your shampoo so that it retains that moisture. With all that moisture in your hair, your hair will feel slightly heavier, so your hair would look a little straighter??
I don't know how to explain it but yeah.
Make sure you rinse it off with warm water so the honey can melt off of your hair.
or if you're in a hurry, take a ChapStick... yes a chapstick...
Dab it on your fingers and run it through your hair. This is to tame the frizz, and the fly away hair.
Do you have thick hair by the way? Anyways just asking.
But make sure you use shampoos that are sulfate free so it helps keep your hair healthy. Using a shampoo full of detergent is really bad and can lead to frizzing.
When your hair gets too oily, try taking 5 bags of mint tea. Brew it and let it cool off. Use your shampoo (hopefully that's healthy for your hair :P) and then use the tea as the final rinse for your hair. Do this when you've finished with your shampooing and conditioning. The mint gets rid of the excess oil; as it becomes an astringent.
Hope this helps and that you think they're affordable :D

You know how when you pop your zit, and liquid pus comes out, usually after that, you feel like there's still something inside your skin because you can feel that it's still hard. The one that slides off when you press the outer layers of the skin that was infected by the pimple (make a motion as if you're trying to push out deep within the skin \___/ so push it in that direction in the diagram I just made. One finger (the back and forward slash) on each side of the pimple (the underscore). When blood seeps out, that means there's no more pus blocking it.)

I can suggest any gel based moisturisers. The only difference would be on what your budget is.
I always prefer buying Clarins, but it's a luxury brand and is a lot more expensive than Clinique, but I love the brand for their skincare.
If you're on a tight budget, Neutrogena, Garnier, and some other brands do gel based moisturisers. Gel based moisturisers can be used as primers too. I bought the Neutrogena one for a primer and it's nice for the price.
Once you get a gel based moisturiser, put it in the fridge, not the freezer, and when you put it on, you'd love the cooling sensation it brings :)
