Seems to me you almost have to some sense of military conflict or interplanetary/intergalactic exploration for it to be space opera?

Well, you need something to make it action/adventure, and to make use of the scope of the setting.

Probably best to get into epic scale, too, so a caper space opera would be hard to pull off.

Oh, there have certainly been caper SF stories IN SPACE!!!!

It's whether they can be space opera that's another matter.
