      Im good with the basics of science ^^And the answer is no, though Im not exactly sure how to explain why.
 Ok so this is how someone online answered it (they also said no):

it takes a limited amount of time before the water will stop flowing from the far end of the hose.
The change in flow has to spread in wave-like fashion down the length of the hose.
I wouldnt use that for my answer though. Id say just ask your teacher and have him/her explain.
