Just who the hey is this NOT A BOOK dude?

Not it doesn't because it isn't a proper book. It's a sticker book. And I love how the review is actually about the Harry Potter one, not Pokemon :P

NOT A BOOK is our librarians' notation to move the item out of the regular book database (as much as we can), and so that people who find it can easily see that notation, and hopefully not rate the item. We use it for all the items that have been deemed 'not-books" that unfortunately get loaded in through Amazon, etc. because they have valid ISBNs on them. Things like calendars, blank journals, kids coloring books, sticker books, postcard books, multipacks of the same book (not box sets of books, but multiple copies of the same book), etc.
If you'd like to, you can see the whole list in the Librarian's Manual, or in the 'Author Bio' for the NOT A BOOK 'author' you've linked to above.

NOT A BOOK is not a person nor a book :). it is just A NOTE, an agreed (between librarians) identical note to mark any entry that is not considered as book, but something else like calendars, card decks, posters, etc.
such NOT A BOOK(s) entries usually enter GR database due to automatic upload by online booksellers (e.g. amazon & barnes&nobles). the librarians agreed to mark them as NOT A BOOK to avoid people giving ratings & reviews to the wrong items.
however, if the stickerbooks (please honorable libs, give us some verdicts in this) are considered real books (as indicated here and the edits, also on the harry potter one), they must be separated from the other NOT A BOOk items.
btw, if stickerbooks are considered as book, i can add some stickerbooks of my own, memorabilias of my childhood. :)

The thing that you love was happened just because the pokemon stickerbook and the harry potter stickerbook is combined as the same book from different edition.:)
it should be separated, but only after the verdict, from the power that be, that stickerbooks are considered as legit book entries. :)
Stickerbooks are not books, unless they have significant text. Just like coloring books and the like.

not that i have found a stickerbook with a story, but just in case. i think it is almost similar to some comicbooks/graphicnovels that don't have text, no?

If a "sticker book" is a picture book which tells a story and also allows the reader to interact with stickers, that's a book. (I have seen books like this, although I can't at the moment find a clear example.) If it's just a page of stickers meant to be discarded when the stickers are pulled off and stuck elsewhere, then it's not a book. Things get called "sticker books" when they are either kind of item, confusingly.
Call me Random, another librarian edited this book entry to reflect your information and I've separated it from the other items on the assumption that it has content other than the stickers. Is that correct?
(Whether this sticker book is or isn't a book, it shouldn't be combined with the other items. I think it was combined by accident a while ago and, since it's a collection of things which aren't books, no librarian has happened to fix it.)

almost no text, no significant text anyway.

If a "sticker book" is a picture book which tells a story and also allow..."

though i may be wrong about the meaning of "wordless".

I have seen some. It's what I had in mind when I specified the exception.
