I read this book in the last 20 years. It seems it was set on a farm or in the country. The family lived in the basement and listened to a radio and ate canned food and drank bottled water, possibly because of a nuclear occurrence or bomb going off. There's a character with a distinguished "O" name, like Ophelia or Octavia. Thank you for your suggestions. This is all I can remember.

This sounds like Children of the Dust by Louise Lawrence. There is a character named Ophelia in the book.
