Me: Panic lingers. Fear lingers. It all depends on how much panic there is. Panic causes stress which leads to more energy spent, leaving the panicked victim utterly tired.
Fear lingers, as it is always there, though it is only brought out by certain images that triggers the fear in question.

In Evander's case, he brings out the fear in people by finding images and showing them.
In Drake's case, he makes victim's fearful via scars.
