SOLVED. Children's/YA: small communities where woods and anything thats name ends in A is bad [s]

I read this one a couple times several years ago; I think it was published in the mid to late nineties.

I think the title has something to do with a wood thrush, or maybe just a thrush, and it's singing again.
The main character has a webbed hand that was somewhat magical, in that she could draw with it really well. She had a locket with a sword on it, and her sister had one with a pen (or vice versa).
The cover (of the version I read) has the girl coming out of a gate and looking at a bird sitting on a tree.
