The Adventures of Sherlock Holmes has quite a few cat and mouse games, so does Gaston Leroux's The Phantom of the Opera. Les Misérables has one of the most famous cat and mouse games between Javert and Jean Valjean, it's also my absolute favorite book. These may not have stories about people who hugely impact society, except for some of Sherlock Holmes' stories, but the cat and mouse aspect is definitely present in each.
