I like the Elements thing, but I kinda feel it is too limiting (like if it was used before Juliet's darkness wouldn't exist :( ) anyway... I think we could just take the general outline and apply it to all powers.
Like so: ((btw I just took her post and edited it))
If the character can do major magic [aside from healing minor wounds and such] or use magic to attack they must follow these guidelines:
~The character must be either a mage[single power], wizard[multiple powers]
~Wizards: Can use combinations of two powers, advanced ones can use 3, and at the cost of the charrie's life they can control at most 5 [makes for suspenseful plots/ways to kill off charries without sounding overly cliche] However, the more powers they have, the less powerful overall they are. (like someone can only have so much power and it is sparced across many superpowers)
~ unless their powers are combined, any magical structures they make can easily be destroyed by a mage
~They choose their first power [the one they will be best at] in character creation and their second one during the RP (if wanted)
~Their only weapons can be weapons that peasants used [shurikens, short swords, bows etc]
~Mage: has total control over 1 power [that must be chosen at character creation]
~All of their magic is imbued with that 1 power. So if they battle another mage with that is dominant towards their power, their magic is all but useless.
~Mages can only use staves/staff as (a) weapon(s) (IDK about this rule but whateva)
And my revisions make below useless:
~the elements are: earth->air->water->fire->earth
~Wizards can combine their 2 chosen elements to create and use psuedo elements like storms [water & air] or magma [earth and fire]
~elements can increase the power of another element, if they're used together: air augments fire[greater flames], earth augments water[makes it more solid] and whatever else you can think of.
~the 5th element is: life. Any healers can use this element, but cannot use any of the other elements to fight. They can use this element to fight though [w/o instantly killing the enemy, think diseases and poison and aging. Of course this would come at a cost to the users own body]

The mage's rule about weapons is because wizards[stereotypically] always have staffs.
yours creates the chance of a subjective argument, about who's overpowered or don't have their powers spread out enough.

This is kinda what I was thinking if we had a Government or Head of The Gods System
............Head Pair............
Vice Pair............Vice Pair
Followers..............Followers
The Head Pair would be like the King and Queen. Basically two immortals. A God and A goddess that rule together.
Below them they have the Vice Pairs. Again a god and Goddess for each pair. Each Pair has different views..like Democratic and Republic. Then they have the Followers. Which I'm not sure exactly who they are, maybe the kids? I just threw that line in there for anyone who wants to can complete.
Of course each Person in the Pairs have there own guards and servants and such.

And maybe we can split it into like 5 countries so it's easy to keep track of. And we can give different ethnicites to different countires

But I just like things to be as realistic as possible. The super-continent idea sounds interesting. We should have islands and some city states too!

Say we have 6 head gods, one for each country, then another for any "no man's land" (like your city states, or anything just not claimed). And all the minor gods and godlings and w/e are all under that??

Gods for each country and one for the rest...sounds intriguing. :I>~ *strokes squiggly beard*
With all of these Gods, we may need someone to keep track and control them.

And we could split them.. or make them NPC's (as in whoever calls them plays them until they leave again, and then somone calls them again or whatever.. we can figure something out for them if we want to do this.)

For every step forward we take towards starting RP #2, we take 2 steps back. ((<- me remarking on how this is getting. ^_^ The fun's really starting)) We should discuss the limitations we will create for the transportation. And exactly what the city states and islands do and are for.

Everything is based on the power unit of aura. When you use your gift, you use some of your aura. The greater the gift and the more to its extent you use it the more aura is used. If too much is used, the user becomes unconcious until their aura is refilled sufficiently.
But only if the user accepts their body's request to become unconcious, otherwise the user will begin to burn into their life force and gain incredible power. Until they die.
There are 4 types of gifts:enhancements, adaptation, manipulation, and innate.
~manipulation is the ability to manipulate the world and universe around the user so that they control some aspect of it.
~ex: controlling the elements, or animals etc.
~Those who are manipulators can lose control of something if that thing is changed by an adapter[more on that later]. The manipulator must be in constant contact with a sample of whatever it is they manipulate. Otherwise they must remain in contact with a sample for an ~hour(?) before they can control it.
~Adaptation is the ability to change some aspect of their environment in order to better benefit the useer. Changing something into something else so that it is not in its original state is adaptation.
ex: A manipulator who can control earth can control rocks and such, but if someone with an adaptation ability changes a rock so that it is a sword, the adaptor's aura has been infused w/in said rock and so it can no longer be manipulated. Because it is now in an aura filled state.
~enhancement is the ability to enhance the physical body/part of any creature or person so that their natural ability in that area is greater then it normally would be
~ex: Ability to increase senses, increased speed or reflexes, ability to increase strength
~Innate abilities are innate to the user and give the user special powers that don't directly increase the users strength.
~Ability to see aura, being psychic, reading minds, sensing things
