This is one of the Chesapeake series by Nora Roberts, book 2 I think. Ethan is the guy's name. Rising Tides is the title.
I forgot to say, there's four books in this series. Four adopted brothers in a small town: Cameron, Ethan, Philip, Seth; each book follows one of them. So your initial info about him coming to town is wrong, except he came there as a young boy as an adoptee.Good series; I liked them all and Roberts proved she could write men as well as she does women.

I believe his mother was a prostitute so he was abused when he was younger by men and women alike. Also, there's a scene where Grace stays late to close up the bar when a drunk tries to attack her. The lead hero somehow shows up in the nick of time and rescues her. He then drives her home and he is mad as hell. She insists she could have protected herself, but he knows better and so he decides to prove it to her by telling her to "stop him." He then advances on her, only she does nothing to try to stop him as she wants him to advance on her. So they end up rolling around on the grass in her front lawn, I believe, until he abruptly stops.
Sorry, that's all I can remember. I con't recall who the author was, but I thought the title was something along the lines of Safe Harbor or something close to that. I've looked that up and the results I came up with weren't the story I was looking for though so that's not it.
I'd appreciate the help. :)
