I just started to use Subversion, so I looked forward to this chapter. I enjoyed the first part, which gave me insight into Subversion's architecture. I did not get much out of the API discussion, and didn't get to the point of appreciating the beauty of the solution. Perhaps with more study, I would have been more impressed.

The idea of an intuitive API that leads one to the correct behavior seems to me the holy grail. I wish more tools had a champion whose mission is to make the API an ontology.
I've used ClearCase, CVS, and SVN. From a code developer's perspective, I didn't dislike any of them. The anecdote was amusing in that they tried to collaborate, but one guy came up with the solution while others weren't around.
I agree with the importance of having an intuitive API. I may have missing the point of this chapter while reading it, but I think you identified it correctly.
