I would very much appreciate your help on this.

Many years ago I read a good Sci-Fi book and I can't remember the book's name or author.

I don't remember very much of the book's content either but I can remember it was about a man that was employeed as a traffic analizer or an architect (don't know for sure) for a big city.
The book was about the man and the city.
A lot of things happened and at a point I remember he met a lady that gave him some food that seemed freshly cooked but she explained him she cooked the food a long time before but she keept it fresh using a zero-time machine.

This is pretty much all I can remember about the book.
