I'm assuming that you mean that the body was discovered as a result of this hidden agenda urban renewal?

Was it in a big city--like Atlanta--or a medium sized city like say Birmingham--or a smaller city like say Meridian MS--or was it small town?

and it's weird that in 178 views no one has recognized it.

Can you remember anything else about it? Was it old or new when you read it?

I think ...

-- the structure the body was buried under was built as part of the urban renewal

-- medium sized city ??

-- not new; library book shelved with general fiction; author last name began in C to L range (maybe ?)

Neither of those books, but I added Them to my TBR -- thanks for the suggestion.

Main character was male, physical description reminded me of Travis McGee.

Story told from main character's POV.

I seem to recall one in Michael Connelly's Harry Bosch series had a body buried in concrete. That would be set in California though, not the Southeast.
