get a user's followers and followees

How to get a list of people that a user (given user_id) follows and that follow him? I've tried the API user.friends but it returns a friend list without any followers.

Out of curiosity - what does one need to do to be a followee? I've been followed and I've been chased but I've never been a followee. Is this a new experience I can try? Perhaps we are followees if we think we are being followed but are in fact being chased!

There's a button "follow reviews" that will let you see their reviews in your updates. It's like a looser friend association.
