Wierd children's book - uncouth couple or maybe just an uncouth man with a beard [s]

I think I read this around 2nd or third grade (1981-1983) It had line drawings in it. There were an uncouth couple the man had a beard and he "stored" food scraps in it to eat later. They also put sticky paper in trees and captured crows to eat. They were the "bad guys" I don't remember what happens, or really anything else, but the drawing of the guy with food in his beard has stuck with me.
