I read this book in the mid-2000s. Picked it up randomly in a London airport. Young Adult novel. smiley face on cover, I believe it was over the face of the person on the cover. There was a virus or something that fused humans to the tech they used the most. The main character was a girl with a cell phone for a hand.

Ah, just remembered! The main character was a boy with a computer for a head. There was also a girl with e cellphone for a hand, but not main character.
