I read this book when I was in middle school so it was probably published before or in 2014. It follows a normal girl (who may live by the ocean?) that has a dark birthmark. I believe at some point she nearly dies or is injured and is saved by a boy with magic water that causes her birthmark to glow blue. After this she needs to drink the magic water to survive and if she doesn't take it she gets weak and the birthmark turns dark again. I think she kept some of the magic water in a necklace in case of emergencies. At some point she is in the hospital and she uses her magic water to heal someone else. I think that the boy is from another world/dimension and he brings her there to get more of the magic water.
