Just finished the trilology - my head is spinning with questions

Jessica I am a little late reading the series but once I started I could not stop. I breezed through it so fast I feel I missed some things so I started over the series today.
After getting halfway through the first book, I now wonder when District 13 actually came in to play in the story line without it being written in. There are little things that make me believe that District 13 targeted Katniss before she was even in the first reaping. She was somehow set up to be in the Hunger Games. When did Haymitch and Cienna actually become aware of District 13 and get involved in the rebelling? Maybe I am reading a little too far into it.


Nuran I don't believe Katniss was targeted before the reaping. There's nothing that indicates that to me, but the moment she chose to replace her sister, the rebels thought they could use her, maybe not to lead but maybe just be a spark. Haymitch also originally wanted Peeta to be the symbol which goes against Katniss being targeted.

Also, in the third book, there are things that show there is no way leader of district 13 would chose Katniss to lead.


Kristen District 13 was waiting for their opportunity, and then Katniss came along. I don't think they targeted her or that they had any way of making things happen the way they did.
For one, Katniss was good at keeping out of notice. She regularly broke laws and was never caught. Also it wasn't her name that was picked. It was Prim's. They would have had no way of being sure that Katniss would volunteer to take Prim's place or that she would survive after she did.
Katniss was naturally rebellious. It came from her desire to save Prim and then herself, but that's what attracted them to her - When people saw her figuratively giving the Capitol the finger at every opportunity.
That's why people called her the "girl on fire" but they didn't call Peeta the boy on fire. She was the rebel. He wasn't.
I'm sure Coin would have rather had someone like Peeta instead.

As for Haymitch and Cinna, I believe they were part of an underground rebellion long before it became so public. Maybe they knew about District 13 for a long time. Maybe not. But I think they were waiting for their opportunity just like 13 was.

And don't forget, people knew about 13 otherwise. I forget their names - the ones who were running away, that Katniss and Gale saw?
Even if they had no solid confirmation, it's existence was always a possibility.


Anna District 13 probably kept an eye on all the games looking for someone who could be the face of the rebellion. Or, Katniss' became so popular, word reached them and they looked into her background. Haymitch and Cinna, I think, were certainly involved with the rebellion. Wasn't Plutarch also part of the rebellion and played double agent for the rebellion? He had a hand in how Katniss survived the Games.

It wasn't calculated, but District 13 probably used the events to their advantage.

That is a good point. First of all I don't think Katniss was targeted pre-hunger games. I don't know why, it just doesn't feel right.
