The book listing says it was first published in 2001 (despite the description mentioning 1990), however, I have a copy of this book and it is dated to 1982 (Shortland Publications Limited).

It has an ISBN of 0-86867-144-4.

The book says the stories inside are attributed to two seperate authors;

Joy Cowley for The Dragon Kite, Hammer Hammer Hammer, Me-ow, The Trader from Currumbin, No Time to Talk, Ah-ah-choo!, Come for Lunch and Roo-roo-roo.

Margaret Mahy for The Lawn, Red! Green! Stop! Go!, Lawn-mower Poem

I suppose it is rather difficult to get accurate information on an obscure book like this, and I don't know if my new information is the answer, either... as in, it might not be the earliest date
