Why is Payden an Ordinary?

How did it happen that Payden from the book Powerless is an Ordinary, with no powers at all? Her real father could read minds, and her mother most likely had some kind of power too — otherwise, the king wouldn’t have married her. So how did two people with powers end up having a daughter who’s an Ordinary?
