Unfortunately, I am suuuuper sketchy on the details of the specific plot of this book. I read it around 20 years ago in middle school. I remember very clearly though that the cover was of a hippocampus leaping out of a wave with a mermaid on its back. I think the mermaid was searching for something, and the hippocampus was her companion. The cover style reminds me a bit of Piers Anthony Xanth novels, but it isn't one of his. The book is also somewhere in the length of about 400 pages, give or take. I am sorry if this is not nearly specific enough for the discussion, so if this gets closed I shall continue to try to sleuth it out! Thank you!

Do you think Darrell K. Sweet did the book cover's illustration? He did a *lot* of the book covers for Piers Anthony's Xanth novels. If you think it was one of Sweet's covers, that will help narrow your search down.
