This is a children's book I read as a kid. I think it was written sometime between 1950-1970. It has a green cover with a girl on the front (I think she was sitting on a train seat). If I remember right, she was a little blond girl who was sent to stay with someone for the summer - an aunt maybe? I believe she also had a puppy if that helps. I'm almost certain that the title of the book was Penny, but I could be wrong because I can't find anything anywhere by that name.
