YA Dystopian book set in a partially flooded New York. Read 2014-2018.

The story takes place in a future version of New York City that’s partially underwater, buildings are submerged up to certain floors, but not completely. Society is split into factions or tribes, each adapted differently to survive in this new world. The protagonist belongs to the "weakest tribe", but they have special traits like being able to swim faster and hold their breath longer.The water is full of dangerous creatures, so traveling through it is risky.I also vaguely remember that the book cover had a large number 8, maybe sideways (like an infinity symbol, I´m not sure about the 8), and showed flooded skyscrapers.
I’ve searched lists of YA dystopias and nothing seems to match. Does this ring a bell for anyone?
