He certainly should have assigned her to the case. At this point in the story I thought it was just arrogance on his part but later events just made me confused about his motives!!!
I think Chitwood has held a grudge too long. I feel like Chitwood is trying to prove he is the boss and does anything Josie doesn't agree with to prove that point.
He should act professionally and put aside his differences and let Gretchen back on duty. Very Petty on his part.
Chitwood is really miffed that Gretchen didn't follow procedure in the case that involved her. He really doesn't trust her and since he is responsible for her, he is going to keep her sidelined until he can regain that trust. But since the department is stretched thin and the case ballooned his hand was forced and he had to let her loose.
He was hired by the mayor who probably tainted his view of the entire team. Chitwood was being irrationally obstinate in the moment but later, even he had to deal with reality.
