Just a heads up, as I was a bit slow to update yesterday due to a family emergency (also, this holds true regardless, I just want to make sure everyone knows)...

You can use your Completion Submission date and time as your starting point for finishing new books for new attractions.

For example, if you submit here for a new attraction at 5am, and someone on your team completes a book at 8am, but I am unable to give you a new attraction until 10pm, you can use any books completed after 5am for your new attraction.
