Fixed! Even though it had been added as "public" (that is, valid), the system was reading it as invalid. The change may take a little to show.
This book is not allowing readers to rate or review it, with the message "This item does not meet our catalog guidelines and can no longer be rated or reviewed." But when looking at the catalog guidelines, this book does not seem to have violated the guidelines. I believe this book was mistakenly marked as violating guidelines, making readers unable to review the book.
