I think it is appropriate because the lives of all of these people are entwined. It is a security nightmare, but Presidents deal with this in real life.
Skip was deserving of the full treatment. He was shot in the line of duty and was a respected member of the department, The fanfare was well deserved. I think the family was honored that he was so well respected.
Considering his popularity and the fact he was shot in the line of duty, the funeral fanfare was appropriate.
It made sense to me. He was shot in the line of duty and eventually died from those injuries. He was very popular with the police department and the people of Washington DC. He was also the father of the Second Lady who is very popular herself.
