A (maybe) classical book about a man and his neighbours (I read one chapter)

I read a chapter from this book, I think it might be a classic. Basically, a man is forced by his neighbour’s wife to go to a neighbour meeting. There, everyone discusses painting the walls of the neighbourhood in bright colors. The architect suggests pink and green. A woman refuses because she says it’s more likely to get robbed. The man then says that his mother got robbed but the thief ignored her crystal ball. Everyone laughed. Please help lol.
