What is it with the officers in this book? Another one with questionable professionalism. As I said, the Chief has lost control. Perhaps he should resign, as someone needs to come in and clean house!
As to Conklin's action, I did not get the impression that he was corrupt. He has always been a straight shooter. He was covering up for his buddy (as many cops do without thinking).
I think Conklin meant well. He was trying to cover up for his friend who he assumed was drinking again. Of course, he should have followed the rules and let everyone know that Wallach was missing.
I find it unbelievable that the wife reported his disappearance to his friend, Conklin, and he thought he could handle it himself. If Wallach was indeed on a bender finding him sooner rather than later would have been what he needed, not protecting his reputation.
