SOLVED. Children's Picture Book. Boy gets a Cat for his Birthday. Read mid 1990s.

This is a children's picture book about a boy who gets a cat for his birthday. He goes downstairs on the morning of his birthday and unwraps all the paraphernalia he'll need for a cat. After breakfast (which I want to say was pancakes), they go to an animal shelter so he can pick out his cat. I don't remember if the plot goes any further than that. I want to say I remember in the pictures that he is drawn with a red wind-breaker like jacket (collar, no hood), and blue jeans. Both his parents are present and he is an only child. I would have read this in the mid 90s, but I remember thinking that the book looked older, so maybe from the 70s or 80s?
