Duplicate ISBN changed book information

I shelved this book when it was A Curse Dark as Gold by Elizabeth C. Bunce. It's now Thea Stilton and the Dancing Shadows by Thea Stilton. It wasn't incorrectly combined; I believe the issue is a re-used ISBN. Thank you!

Changes reverted. If the ISBN has been reused, a new book record should have been created.

My understanding is that a re-used ISBN requires a superlibrarian. Is that incorrect?

I don't see any evidence of ISBN reuse. Please provide any such evidence if you think an ISBN reuse edition should be created.
