Standard listopia list can't block anything. If the list has been made static it no new books can be added, but there should be a logic reason why it is static. (A 'Best Books of 2023' list based an other source could be a static list as it is defined by that other source.)

At present, if you try to vote for any of the books I list in my message, the system says “not published during this year.” Yet, if you look at the Goodreads summary for the year in question, it lists the year of publication as 2023. If you don’t believe me, please try it.
This seems like a simple fix. If Goodreads says a book was published in 2023, why not program the system to let anyone vote for that book in the “Best of 2023” list? Same for all the other years. Same for the Best of [month] 2023, or [month] 2024. There are also lists for best books of a given decade, but Goodreads does not allow votes for the books even in Goodreads says the book was published in that decade.

More importantly, why can’t you accept the Goodreads date of publication as true??
