I found the book! It's called Sang Spell by Phyllis Reynolds Naylor, originally published in 1998. Amazing how many years I've spent looking for this book off and on, only to find it within two weeks of posting my first request in What's the Name of That Book??? Thanks for the help from the users in the comments.

I don't remember the book having any sci-fi or fantasy themes, aside from the slightly eerie parallel dimension feel to it. The town seemed like a small Southern US town, maybe set in the mid-20th century. I think the book cover was mostly white, with possibly a simple black and white drawing of the boy in nature or near a house. I don't remember anything about the author, but the book was written in English. I read this book some time in high school (2001-2004), and I think it had been recently published when I read it.
