It’s not extremely common, but there are some cases where very popular books that are still in print today have never received an ebook or Kindle edition for whatever reason. The Power Broker is one of them. However, there are cases where people outside of the author and the publisher will get their hands on a PDF scan of the book, circumvent Amazon rules, and upload it to Kindle without permission. Generally speaking these are very quickly caught by the publisher and removed, but because they were assigned an ASIN for a brief moment, they show up on Goodreads. I recently started a thread asking about how to handle these bootleg ebooks, and Jaclyn, manager of the librarian program, told me that she checked with Goodreads staff and said that these editions should be marked as invalid (https://www.goodreads.com/topic/show/...).
