Ummm talk to them and start hanging out more, maybe ask if they want to hang out with them outside of school

Just ask tbh. People generally like people who are confident, so just be up front about it.

maybe you could try to ask to your friend what hobbies or interests do they have and find something you have in common! that way when you are with your friend and the person you want to become friends with you can casually mention it and start taking to them about it? i did that with a new girl in out school last year, i found out her fave show as bridgerton, a show i adored, so when we were in the same group talking i mentioned i was going to watch it with a friend, so she told me she loved it and to send her updates and now were pretty close! good luck!!
