Trying to find this book:

It starts with a sentence something like "I was walking through the B&q car park when I saw the man who killed my dad"

And it's about a teenaged boy whose dad died in a car accident and he hate the man who was in the other car. He gets obsessed and gets a paper round so he has an excuse to keep going passed their house. And then the man's son ends up in the same class as the main character when school starts.

Also (I have no idea why I remember this part!) the boy had Mr Men wallpaper

It had to have been published prior to 2000 because it was read as a teenager.
