Books with the same ISSN instead of unique ISBNs

The fact that they have a common ISSN makes me a bit uncomfortable, but here's a thread where the former moderator green-lighted a similar case: https://www.goodreads.com/topic/show/...
I'd like some clarification on what to do here.
Background - there is a 150 volume publication from an Italian newspaper on Italian history. Link here to the entire collection: https://store.gazzetta.it/varia/stori....
Each publication is described as a book in Italian (libro/libri), but the publisher has assigned the same ISSN to each one, 9772039596342. They each have a seperate five character number after that to distinguish them.
One of the books is already in GR with the ISSN as the ISBN-13 (
https://www.goodreads.com/book/show/6...). There is a request to add another book in the collection - https://www.goodreads.com/topic/show/....
I have two questions:
1) are these considered books, or periodicals? If they're periodicals, are they covered by the wording in the manual "Periodicals without ISBNs but substantially similar to books, defined as literary magazines valuably contributing or dedicated to literature, regardless of binding"?
2) If these are valid records to add to the database, where is the best place to put the ISSN? In the description?
Thanks!
A couple of the volumes are available on Amazon.it, with an ASIN
