Historical Fiction Book with a stained glass radio tower scheduled for demolition read in 2012

I remember the basic plot is a girl goes to live with a relative for the summer, and the relative is an artist, and she's converted old defunct radio towers or phone towers into stained glass works of art, and the city is going to demolish them, and the girl tries to save them. I remember a specific scene where it's demolition day and she climbs the tower and handcuffs herself to it and they spray her with the fire hose to try and get her off. I also remember the cover was red.
