Post-apocalyptic book about people called Charmers are reviled by a superstitous populale with a power called "charming". They can create inanimate objects with their mind. Set in England. Read this book about 7-10 years ago. Spoiler.

The Charmers had brought about the end of civilization. Their ability to create anything by "wishing" it into existence meant they could create things like nuclear weapons. Which they did. Society regressed to a pre-industrial civilization for the most part. Charmers are considered to be like witches. The protagonist initially revealed his powers when a messenger from I believe London was going to be murdered by the peasant populace of a small village and the protagonist charmed a suit of armor around him. He then went to London which had some semblance of a modern civilization still. Including a nuclear power plant.

The protagonist was a special charmer who could not only create things he could charm them away. A power he would use to eliminate London's nuclear waste.

A female character was revealed to be a charmer as well but the only one who existed that could create living things instead of inanimate objects. She was a schoolteacher who was going to be executed by her village and was saved I believe by the protagonist. She used her power to heal another charmer's blindness and it turned out the man she healed held a grudge against the leader of London. This charmer had been the partner of the leader of London. Sight is required to use your charming ability. With his restored sight he went back to London and charmed a nuclear weapon and destroyed London.
