YA Dystopian with game called Carrying the Can. Read in 2001.

I read this in 2001, but I think it was written in the 90's. Aimed at teenagers and one part really stuck out, where a bully did a game called "carrying the can." Where someone had to run to s certain point carrying an explosive and if they didn't get there in time in detonated. Does this sound familiar to anyone?
