I remember the main character was selected to be one of the princesses, and each of them had their own section or district or house in the kingdom. She was selected as she was the most beautiful and the royal family had to be the most beautiful. I think she also had conflict with her sister? I think there was also "stealing" beauty and the king or queen being abusive or overly concerned with beauty. The cover had a picture of a woman with a very fancy dress (with flowers I think). In the book, the poor people had grey skin and bad hair. Also beauty fades, which means they needed a constant supply of beauty. There were also training to extract the beauty from the princesses- I think.
