Ok specifically I remember this book having a girl who lived in a mansion by the sea, a boy named River came along and I vaguely remember that he could control people/make them see things that aren't there? He also had a brother
The title was something like 'a spark in the ash' or 'smoke to fire's or 'cinders to flames' I can't remember the exact one
