2nd grade teacher read us this book in 1977, only a few details recalled. Storm mountain, or thunder mountain, circus animals were the the main characters??

May have been published early 70s or 60s. Sorry, scant on details: seem to recall a the plot involving entering a mountain (storm or thunder mountain?) through some caves or tunnels. I think the main protagonist was a horse or donkey sherif-type with a 6-shooter. It’s a long shot. Ring any bells for anyone?
