She's crying by water and some elf dude who can't see the sun puts magic flowers on her that binds her into this marriage contract? And he exchanges some elf girl to the other king in her stead? And she eventually falls in love with the community, although all of them think the sun is too bright or something. He's destined to become some great elven king and he can do cool magic, he was abused as a child. His human mom was crazy because she couldn't see the sun when she was with his father. It was one of my favorite books as a kid, so might also be in the children's section.

I'm not sure what this story is, but I judging from this story I think you would probably like both The Cruel Prince (The Folk of the Air series) and The Liar's Crown (Dominions series)
