The story follows a girl who all her life has thought she was ordinary but when she goes to complete a rite of passage by crossing a river with her brother and is taken by guards to the city where the special (powerful) people live she realizes she is actually special because she isn't getting the power suppressing injections that she got at home from her mother.

Ive looked everywhere and even asked Chat GPT but nobody can find it. Plese let me know if you know the book and where I can find it!

From the description: Ally is an Ordinary; a human immune to the virus. She lives in a settlement outside the City with her mother and twin brother, but lately it doesn't seem to be enough. She is wrestling between being with her family and volunteering to move to the City, where she can work for the Exceptionals.

Just a guess, I found it by googling "YA dystopia series Ordinary", and it came up as the name of the third book in this series.
