Read about 2010 from local library, but theres a fair range on this - I dont remember. There is a gateway in the ocean which leads to another world. There are several languages which have different capabilities. One allows you to see into the future if you focus more on the present. One allows probability waves to be collapsed to allow reality to be changed. There is a language which you forget when you teach. At one point the navy attempts to come through the gateway and is pushed back by causing at least one ship to sink. The woman who does this isn't the protagonist and is angry that so many died due to the navy response being slow.

Thanks for the suggestion. There are some interesting books in the list. I've gone through it but none of the synopses look right.
