Read in ~2012, main character is a young girl, I don't remember many details at all about the book, I think her tears were very important in the book, used as some kind of power/currency? Fairies and elves in a modern setting, no high fantasy. Book cover is blue with a white silhouette on it.

hmmmm it's a solid light blue book with a white silhouette of a girl standing on it

Cover isn't quite right, but similar, and plot could be The Blue Girl, by Charles de Lint
