YA Fiction- All I remember is the main character mentioning a mysterious “event” and describing ghosts throughout the town. I think the event “created” the ghosts, are caused there to be an unusual quantity of them.

Maybe the The Screaming Staircase or one of the other Lockwood and Company books by Jonathan Stroud? They refer to the sudden appearance of ghosts 50 years beforehand as The Problem, which no one understands and is mysterious.

Not YA, but Ash Wednesday by Chet Williamson? The town's suddenly been filled with glowing "ghosts", images of people exactly as they were at the instant they died.
