SOLVED. 2010s Picture Book. Steampunk. [s]

This is a long shot as I don’t remember a whole lot and it’s possible I could be mixing facts from different books. But in primary school a teacher read a picture book about this robots/machine world. Fairly certain a man moved into the city. One of the robots was possibly red. The robots/machines were quite big from memory. I think the man moved to this city on a train and he had a suitcase. One of the scenes a whole bunch of papers flew out of the case.

This may have been by an Australian author as I went to primary school there.
